HIV / AIDS is a health issue that is still developing and unfinished by the Indonesian government. The purpose of this study is to describe the Indonesian government's efforts with the World Health Organization (WHO) in combating and preventing HIV / A I D S in Indonesia based on the MDGS framework . In this research writing , the method that is used by the author uses the method of qualitative approach, which used the Sustainable Development Concept and International Cooperation in analyzing the problem. The results show that in achieving cooperation between Indonesian government and WHO in MDGS program in 2011 - 2015 is still not reaching its goal, because the achievement is far from the achievement target due to the lack of cooperation both Bilateral, Multilateral and Regional.
