Publication Ethics
Balcony is managed by referring to the Code of Ethics for Scientific Publication issued by the Indonesian Institute of Sciences (LIPI) through Head of LIPI Regulation Number 5 of 2014 concerning the Code of Ethics for Scientific Publication, which upholds three core values:
- Neutrality: free from conflicts of interest in publication management;
- Fairness: granting authorship rights to those entitled as authors/writers; and
- Honesty: free from duplication, fabrication, falsification, and plagiarism (DF2P) in publication.
This code of ethics regulates the duties and responsibilities of the journal manager, editors, peer reviewers, and authors.
Duties and Responsibilities of the Journal Manager
- Determine the journal name, scientific scope, periodicity, and accreditation if necessary.
- Determine the membership of the editorial board.
- Define the relationship between the publisher, editor, peer reviewers, and other parties in a contract.
- Respect confidential matters, whether for contributing researchers, authors/writers, editors, or peer reviewers.
- Apply norms and provisions regarding intellectual property rights, particularly copyright.
- Conduct a review of journal policies and communicate them to authors/writers, editorial board, peer reviewers, and readers.
- Create a code of conduct guide for editors and peer reviewers.
- Publish the journal regularly.
- Ensure the availability of funding sources for the sustainability of journal publication.
- Build networks for cooperation and marketing.
- Prepare licensing and other legal aspects.
Duties and Responsibilities of the Editor
- Meet the needs of readers and authors/writers,
- Strive for continuous improvement in publication quality,
- Implement processes to ensure the quality of published manuscripts,
- Prioritize objective freedom of expression,
- Maintain the integrity of the author's academic record,
- Issue corrections, clarifications, retractions, and apologies if necessary,
- Be responsible for the style and format of the manuscript, while the content and all statements in the manuscript remain the responsibility of the author/writer,
- Actively seek opinions from authors, readers, peer reviewers, and editorial board members to improve publication quality,
- Encourage evaluation of the journal if findings arise,
- Support initiatives to reduce research and publication errors by requiring authors to attach an approved Ethical Clearance form from the Ethical Clearance Commission,
- Support initiatives to educate researchers on publication ethics,
- Review the impact of publication policies on the attitudes of authors/writers and peer reviewers and improve them to enhance responsibility and minimize errors,
- Maintain an open mind toward new ideas or views from others that may contradict personal opinions,
- Not defend one's own opinions, those of the author, or third parties that could lead to non-objective decisions,
- Encourage authors/writers to improve their manuscripts until they are worthy of publication.
Duties and Responsibilities of Peer Reviewers
- Receive assignments from the editor to review manuscripts and submit review results to the editor as material for determining the suitability of a manuscript for publication.
- Review manuscripts promptly according to the journal's style guide based on scientific principles (data collection methods, author legality, conclusions, etc.).
- Re-review revised manuscripts in accordance with the established standards.
Duties and Responsibilities of Authors
- Ensure that those listed as authors/writers meet the criteria as authors.
- Collectively responsible for the work and content of the article, including methods, analysis, calculations, and details.
- Declare the sources of resources (including funding), both directly and indirectly.
- Explain the limitations in the research.
- Respond promptly and professionally to comments made by peer reviewers.
- Inform the editor if withdrawing the manuscript.
- Make a statement that the submitted manuscript is original, has never been published anywhere in any language, and is not under consideration for publication in other media.
