Abstract

This article examines how the United States Foreign Military Financing (FMF) program functions as an institutional mechanism for technology transfer through the T56 Engine Shop program in Indonesia during 2024-2025. Using a qualitative descriptive approach and document-based library research, the study applies national interest and technology-transfer perspectives to regulations, official institutional materials, and academic sources contained in the original thesis. The findings show that FMF is not merely a financing instrument or physical-facility transfer. In the T56 case, it establishes a government-to-government legal and administrative pathway, places maintenance infrastructure within the TNI Air Force maintenance structure, and creates conditions for developing domestic technical capacity. However, the available thesis evidence does not support claims of complete proprietary-technology transfer. FMF therefore functions primarily as an enabling mechanism for maintenance autonomy and bilateral defense cooperation.
