PERANG SIBER SEBAGAI ANCAMAN MULTIDIMENSIONAL DALAM PERSPEKTIF GLOBAL, REGIONAL, DAN NASIONAL

Kejahatan siber (cybercrime) dan perang siber (cyberwarfare) telah berkembang menjadi ancaman transnasional utama dalam dua dekade terakhir. Berbeda dengan kejahatan konvensional, serangan siber melintasi batas negara tanpa hambatan fisik, sehingga menimbulkan dilema baru bagi negara dalam menjaga kedaulatan dan keamanan. Laporan World Economic Forum (2025) menempatkan kejahatan siber sebagai salah satu risiko global terbesar, dengan kerugian ekonomi diperkirakan mencapai USD 10,5 triliun per tahun. Ancaman ini bersifat sistemik, berdampak pada stabilitas ekonomi, politik, sosial, dan legitimasi demokrasi. Kajian ini menggunakan pendekatan normatif-analitis dengan kerangka risk governance framework dan securitization theory. Tipologi klasik seperti cybertrespass, cybertheft, cyberobscenity, dan cyberviolence diperkaya dengan tipologi kontemporer, termasuk steganografi digital dan kejahatan berbasis kecerdasan buatan. Perspektif hubungan internasional memperlihatkan bahwa realisme menekankan serangan siber sebagai instrumen kekuasaan negara, liberalisme menyoroti kerja sama internasional, sementara konstruktivisme menekankan pembentukan norma global seperti Tallinn Manual. Dalam konteks Indonesia, kasus ransomware terhadap rumah sakit, hoaks politik, dan eksploitasi data biometrik menunjukkan kerentanan struktural akibat rendahnya literasi digital dan lemahnya regulasi adaptif. Kesimpulan utama kajian ini adalah bahwa kejahatan siber harus dipahami sebagai ancaman multidimensional yang menuntut integrasi aspek teknis, sosial, politik, dan etika melalui regulasi hukum, literasi digital, kerja sama internasional, serta pembangunan norma global.
