Abstrak

Japan is one of the countries that has successfully utilized the anime industry as a means of cultural diplomacy and soft power. This article analyzes the Japanese government's strategy in supporting the anime industry through its national policy, the Cool Japan Strategy, and how anime functions as an instrument of cultural diplomacy in strengthening Japan's image globally. This study uses a qualitative-descriptive approach based on literature review. The results show that collaboration between the government and the creative industry makes anime not only an economic commodity of Japan's Lost Decades, but also a medium for shaping cultural appeal, enhancing nation branding, and expanding Japan's public diplomacy network. Anime is not just a creative industry activity but also demonstrates the influence of traditional Japanese arts and cultural values. The elaboration of cultural values ??in the anime industry includes funding, exclusive distribution, education, and outsourcing as the implementation of a series of policies related to Cool Japan, such as the Intellectual Property Strategic Program, Cool Japan Promotion Office, Cool Japan Advisory Council, Cool Japan fund, Cool Japan Public-Private Partnership Platform, and Cool Japan Hub Development Review Committee. These findings confirm that creative industry-based cultural diplomacy requires synergy between several parties that strengthen and complement each other. Cool Japan has become a strategy for strengthening soft power in the era of digital globalization.
