The objective of this research is to find out the of bilateral cooperation First, to find out about the form of bilateral cooperation between Indonesia and Philippine to address IUU Fishing practice in Indonesia sea territory. This research is conducted with qualitative method that relies on secondary data of previous researches. The research revealed that Indonesia and Phillipines has several form of bilateral cooperation, including MoU, establishing RpoA and workshops, and joint cooperation between Indon esia and Philipine police. Unfortunately, the bilateral cooperation between Indonesia and Philippine to overcome the IUU Fishing practice is not successful . Because, the number of Phillipine fisher man that conducted IUU Fishing in Indonesia is increased. There are plenty of factors that become underlying cause of this condition. Including , weak supervision from Indonesia , the lack of seriousness of the Philippines in carrying out the commitment, and the slow legal process and the lack of legal sanctions ag ainst the perpetrators. In addition, the low participation of coastal communities to report IUU Fishing by foreign ships is also influential.
