This study aims to explain Indonesia's obstacles to realizing the vision of the world maritime axis in the midst of the problems of the maritime sector in Indonesia. As the World Maritime Axis, Indonesia uses the Indian Ocean Rim Association as an alternative means of realizing its aims. The research method used is descriptive qualitative. This study uses the Concept of Change in Foreign Policy from experts relevant to the phenomenon under study. The results of this study indicate that Indonesia still has problems with realizing the vision of the world maritime axis. This is because there are still many problems that occur in Indonesian waters. The conclusion of this research is that the vision of the world maritime axis has not been successfully realized by Indonesia. Indonesia has not yet achieved the standard of a marine country, as evidenced by various maritime sector issues. Starting with connectivity, fishing, and maritime defense and security issues.
