This research focuses on the obstacles experienced by Indonesia, Malaysia, the Philippines in the process and implementation of military cooperation built by the three Indonesia, Malaysia and the Philippines in the waters of the Sulu-Sulawesi Sea to prevent acts of terrorism in the region. The Abu Sayyaf group is still kidnapping him by taking advantage of the weak capability of Indomalphi's Trilateral cooperation to take advantage of the Sabah region which is still a sentiment between Malaysia and the Philippines, the Abu Sayyaf group needs money for its group's needs.
