This research is conducted to analyze the impact of China’s air pollution towards bilateral relations between China and Japan. Researcher applies paradigm of liberalism approach which shows state is not one and only actor in International Relations. The periodization of this research is selected because China’s air pollution which spreads to Japan in 2013 is the worst during Tiongkok’s air pollution spreading into Japan. Since 2013, both countries have begun to hold special negotiations and meeting on air pollution. This research is a qualitative research , using Tragedy of the Commons concept and International Cooperation theory. T he result of this research indicates that air pollution in China affects bilateral relations between China and Japan in the sector of economy, politics, social and environment also both countries has a cooperation with International Organizations.
