This study will raise research questions about the World Health Organization WHO undertook a strategy to submit the Ebola Virus in the Democratic Republic of Congo in 2018-2019. This study uses a qualitative method by proposing an international regime theory that is supported together with the concepts of human security and humanitarian intervention as a analysis in finding answers to the author's research questions. The results of this study indicate the SRP-4 strategy and steps taken by the World Health Organization to remove the Ebola Virus that occurred in the Demoratic Republic of Congo in 2018-2019 so that the spread of the ebola virus can be handled by WHO.
